USAID said the additional aid, which has not been previously reported, will support efforts to provide assistance for almost 74,000 refugees and displaced people from the region who are sheltering in Armenia. The aid will increase food assistance and provide humanitarian protection and emergency shelter, according to the statement. The additional aid will bring the total U.S. humanitarian assistance for the Nagorno-Karabakh response to nearly $28 million since 2020, according to the statement. "The U.S. stands with civilians affected by Azerbaijan’s military operation and supports the Armenian government’s efforts to help those in need," the statement read.

"The most important bad news is that we still speak different diplomatic languages and very often do not understand each other," Pashinyan said. Azerbaijan in September recaptured the region, then controlled by its ethnic Armenian majority despite being internationally recognised as part of Azerbaijan. The lightning offensive, after decades of enmity between Baku and Yerevan and a nine-month blockade of essential supplies by Baku, prompted the mass exodus of most of the region's 120,000 ethnic Armenians to neighbouring Armenia. Yerevan accused Azerbaijan of ethnic cleansing and asked the International Court of Justice, as the World Court is formally known, to issue emergency measures aimed at protecting the rights of ethnic Armenians from Nagorno-Karabakh. Azerbaijan's foreign ministry said it had already pledged to ensure all residents’ safety and security, regardless of national or ethnic origin, and that it had not forced the ethnic Armenians to leave Karabakh.

GRANADA, Spain, Oct 5 (Reuters) - European leaders are expected to assure Ukrainian President Volodymyr Zelenskiy of long-term support on Thursday after U.S. President Joe Biden voiced fears that Republican infighting in Congress could hurt American policy on continuing aid to Kyiv. Zelenskiy is expected to attend a summit in the Spanish city of Granada of the European Political Community - a forum to foster cooperation among more than 40 countries established last year following Russia's invasion of Ukraine. In Slovakia, former prime minister Robert Fico's party came first in a general election at the weekend after pledging to halt military aid to Ukraine. In Poland, Prime Minister Mateusz Morawiecki said last month his country was no longer arming Ukraine and was focusing on rebuilding its own weapon stocks. Armenian Prime Minister Nikol Pashinyan is expected to attend the summit and European officials said they were keen to find ways to help his government cope with the immediate humanitarian crisis and provide political and economic support.
